Flat ground markers are being used more and more to meet health and safety requirements.  Whilst sports cones can cause a player to slide or trip over, the flat space markers can be walked over without risk.
With football cones, the cone can alter the trajectory of the ball, whereas with the flat space markers the ball continues its normal trajectory
